Summary

Richard has a consumer health informatics background and his expertise includes Systems Analysis, Web Strategic Planning and User-Centered Web Design, with a focus on the usability of e-Health information by the general public and people with disabilities.

Richard has project and program management experience in IT and Web development. He spent over 5 years in IT management where he was responsible for the Web infrastructure and development at a major academic medical center. This included facilitating the creation of Web sites, Web-enabled databases, media streaming services, content management systems, and familiarity with emerging Web technologies. He has experience in the oversight of Web development, including maintaining central Web servers as well as coordinating over one hundred departments. He had the lead role in developing institutional Web policy, Web publishing and visual identity guidelines, as well as Web Enterprise strategy, infrastructure planning, and budget development.

Richard is a strong proponent of user-centered Web design and is knowledgeable in Web accessibility and Section 508 compliance issues. He spent over 5 years as a User Experience (UX) researcher in Consumer Health Informatics and Disability Informatics. His research interests in the Web include methods of indexing and organizing medical information to facilitate more relevant retrieval by the user, in addition to usability and interface issues in the delivery of medical and health information to patients and consumers. More recently he has been investigating Web accessibility for people with cognitive disabilities through focus groups and Web usability evaluation studies.

Richard is interested in projects and companies developing eHealth technology for the general public. He is keen to use his knowledge to improve the efficiency and effectiveness of a company's Web presence. He is a strong proponent of "Holistic" Web Product Development, designing sites and applications for maximum access, user satisfaction and impact.

Managed the Web Services division (now the Web Strategies Group) within the Information Technology department (ITG) at OHSU. Comprised a team of 4 direct report personnel with an annual operating budget of ~$400,000. Involved; maintaining the Internet and Intranet WWW servers for the institution, administering accounts for over one hundred departments, programming the Web servers and providing tools and training for the departmental Web managers, maintaining the Home Page and top levels of the Web sites (in conjunction with the University News and Publications department), developing and updating the user interface (graphics and HTML templates), and developing and maintaining Web Policy ratified by WWW Steering Committee and OHSU Policy Advisory Committee.

Studied classes in Medical Informatics, Information Retrieval, Database Design, Medical Decision Making, Consumer Health Informatics, and Human-Computer Interface (HCI). Specialized in Consumer Health Informatics and mentored under Dr Holly Jimison in the Informed Patient Decision Group.

Consulted on the research and development of the Sapient Health Network's <www.shn.net> (now Healtheon / WebMD, <http://www.webmd.net/>) IQuE™ (Intelligent Query Engine) system. This involved developing an intelligent information retrieval system that automatically searches for relevant medical information for a user based on their user profile and interaction with the system.

Proctored introductory and intermediate classes designed to introduce practicing physicians to medical computing tools. One major component of this course is a section where the basic concepts of computer networking, the Internet and World Wide Web are demonstrated and practiced hands on. Also lectured to the group on advanced WWW techniques.

IPN is a non-profit trade association with members from Web designers to network administrators, and from graphic designers to Internet Service Providers (ISPs). IPN provides a monthly networking and program event targeted at people who are interested in providing services, products and technologies via the Internet. IPN is a non-profit trade association that provides a monthly networking and program events on topics such e-marketing, Search Engine Optimization, Flash and interactive media, Web-databases, and Information Architecture. Have organized programs on Web Accessibility, Location-based Services (GIS), and Streaming Media.
